Was the regular maintenance done on the truck that was test driven? Doesn't matter the make or the engine of the motor was not kept regularly service it will all go to hell and can greatly affect the performance. Being a HEUI injection system the oil quality make a big difference, HPOP output psi if weak(low psi) will absolutely kill the power output. Many things come into play but the HEUI will never produce the grunt the Common Rail offers, Dodge/Ram or Chevy.
