2013 Mazda 3 Flickering Light Issue

I had a similar issue happen a few years ago where when the brakes were applied, the dash lights, headlights, and any interior lights that were on would flicker and dim. I believe the fix for it was some PCM update or something like that, well now something similar is happening. The headlights will flicker and the interior light will flicker if the car is running and interior lights are on. I don't see any flickering of the dash lights. Is this leaning towards battery or Alt?, or something like it was before?
 
Well if you had the pcm updated for it, I'd stop at your favorite parts house and have them to run battery & charging system checked. You can too if you have a multi meter, set to AC and measure across battery posts while running.. should be low voltage (under .1 or .2 max). Also check the capacity on the battery with a load tester.
 
Funny timing... I have an appointment at the dealer Tuesday for the exact same issue. Gonna cost me $130 until it becomes a recall item.
 
Is like a "shorting out" flicker or more of a pulsing type flicker that can been seen in the headlights?
GM had a similar issue that 5 dollar junkyard fix worked awesome on.
