2rz trouble

I’m finishing up my buggy build but I’m having trouble with my 97 2rz. Starts and idles fine but once it gets a little heat in it to go to open loop it goes all to heck. Idles rough, studders and back fires when reving up. O2 is reading lean and it’s over fueling (plugs are wet). Engine harness is factory and under dash harness was done by Toy only swaps. I’ve replaced dizzy cap, rotor, plugs, and wires. Mass air meter, TPS, water temp sender, crank position sensor, and O2s. Tried a different distributor and ignitor. Fuel pressure is good. Instead of throwing any more money at it with no success I figured I would ask and see if any of you guys have ever experienced anything like this and could offer advice. Thanks
 
You sure the O2 is reading lean? Maybe bigger injectors? Need to look for air leaks in the intake system too. <Start with that.

Looking at live data on scanner the o2 voltage rarely moves off 0.1 volts. Motor is completely stock. I’ve checked for vacuum/air leaks a million times. Thanks for the reply though.
 
So it's reading lean but it's not actually lean. (As evidenced by wet plugs) Maybe too much fuel pressure? Or computer taking a dump?

It has a fuel pressure gauge on the fuel rail. Pressure is right on the money. I tried another computer with no change. It was a used computer so not sure the condition of it.
