89 4runner problem

friends vehicle, havent seen it myself. Symptoms are:
running, but no power. 2MPH tops on flat ground.
they say its got clean fuel and oil...
my guess is fuel filter??? any guesses or info would help

hook up the throttle cable, if it idles it will go faster than 2 mph

Clogged filter and injectors.... probably from a rusty tank.
