I'm posting this for a coworker:

-1996 F150, 302 manual with dual fuel tanks
- On a hot day when removing the front tank cap, fuel will spew out of the filler opening; the fuel level will then come to rest somewhere near the top of the filler opening.
- As well the engine sputters and cuts off at intermittent times & conditions.

this is about as much info as I have gleaned from him. Easy diagnosis?

The gas spewing on a hot day is because gas expands as it heats. Don't want it to spew...don't put as much gas in. As for cutting off, could be electrical, could fuel related. Has your friend pulled any codes? Check for a steady supply of fuel at the fuel rail with the truck off key on. If you have that, you can rule out blockage and fuel pump going bad. At this point, this is where the codes come in handy...to direct you where in the top end your problem may lie. However, it could be as simple as a distributor issue too. So have him pull them codes.

The front pump could be bad. There is a checkvalve that can go bad and the fuel will pull from the rear tank (if the selector is on rear) but will return to the front overfilling it. There was a TSB or recall on these trucks for this problem. I had to fix a few when I worked at the ford dealer.
