98 Tahoe likes to get stuck in 4hi

My 98 Tahoe likes to get stuck in 4hi. You can keep pushing the 2hi button, while putting the gear selector in P, N also while rolling etc and it still won't switch from 4hi to 2hi. It has been doing this for years. Usually if you keeping pushing it, cut it off, start it up, keep pushing the 2hi button while moving the gear selector, it will finally switch, but sometimes it takes a whole lot of manipulation and a long time to get it. I left my wife drive it to work today since our roads near the house are still bad. I started it up before she left, and with it sitting in the driveway in Park, it would easily go back and forth. She got down the road a ways to where the pavement was dry and couldn't get it out of 4hi.

What could be causing this?

Sounds like it's binding up when you drive it. Have you ever tried to shift a manual shifted t-case after making a turn on dry pavement and it stick in gear and you have to drive it straight or back up to get it to free up and be able to shift it?
 
I got an 04 Tahoe that randomly puts itself in 4 lo, 4 hi. nuetral on first powering it up. Someone on this board told me it's in the stupid push button 4wd panel - they were right!
It might be your panel contacts sticking or oxided over like mine.
 
You could find out if it's the panel or not by taking it off, find out what position each wire hooks to, and use a jumper on the 2hi wire. Drive it like that for a little while and see if your problems disappear.
 
My 99 was the shift motor. Replaced it and the problem was fixed for a little bit, then it came back. I would have to turn my Tahoe off, wait a few minutes, then it wouldgo right back in 2hi.
