98 TJ rear bumper, grounded?

Is the 98 rear bumper grounded? Apparently the 2000's and above aren't, but are the 98's?

I ask because I have my CB antenna mounted through a hole in the support for the bumper (hole was already there, fit perfectly..)
 
If there's any question, ground it yourself with a short wire lead to the frame.

Doesn't the bumper bolt to the frame (xj guy so I'm not sure about tjs)?

If so, the only thing that would keep it from being grounded would be insulating the bumper/bolts from the frame. Wire lead is a good call, I'm just curious as to why 2000+ tjs would be different? More paint or intentionally not grounded?
 
Does it mount metal to metal, or is there some kind of bushing on the mount?
 
i had my cb antenna mounted on my rear bumper on my 02 and it was pretty well grounded
