99 TJ Fan Blower

On my 99 TJ the AC and heat fan works fine on speeds 1,2 and 4. On speed 3 it stops and blows zero air. Doesn't matter if it is on defrost, vents or feet. Any ideas what this could be?

Bad resistor pack. It's in the bottom of the airbox, accessible via two small screws from the passenger floorboard.

Look for an electrical plug with like 6-8 wires and two little screws. That's your guy.

It uses the resistors to vary the fan speed, then blows air from the fan over the resistors to keep them from burning up. If you get leaves in the airbox, they can collect on the resistors and get hot enough to smolder, lending a nice 'brush fire' scent to the discharge air on the lower fan speeds.
 
If the switch is like the one on my old wj, I had a contact bent in the switch itself.

The switch and/or the wiring will burn out or melt when the resistor goes bad, too.
 
Replaced the resistor and thought that fixed it. But as I was turning it between speeds it stopped again. I noticed I could turn it to 3 and it wouldn't work but then I could move the knob a little and it would cut on. Looks like it is something it the selector switch or the wiring.

It is common for the switch itself goes bad. I had to replace the one in my TJ, as did @Curtis_H
 
When I first bought my tj I had several issues getting my blower to work. First it didn’t work at all and I changed the resistor. Then I only had 1 or 2 speeds. Found 2 of the wires had melted together. Fixed that, then I had some other issue i forget now but ended up changing the control panel out. Everything has been good for over a year until a few weeks ago when the blower would randomly work. Figured out if the blower is not working I can jiggle the key in the ignition switch and the blower will start working. Guess needs an ignition switch now.
 
Put a switch in it.
