Notice different angle of coilovers or air shocks on suspension on buggies & others. Stock stuff is mainly vertical. What's the reason and "rule" for laid back/in (at the top) ?

Fitment is a big reason... However once you go very far from vertical you get into some wonky suspension forces/response. I dont know the exact details of each scenario, but in general it requires a stiffer spring rate for the same given vehicle corner weight once you angle the spring/coilover more

No more then 15 degrees off vertical or the spring rates and valving change and wear is greatly increased. The further out you can get them and closer to vertical you can get them the more stability and control you'll have. The more angle = less stability.
