Are fuel cells street legal in NC

Looking to stretch the CJ with xj springs and I know ill need to move the tank and run a cell in the back. I still want my rig to be street legal. Will the inspection people not pass my rig due to the fuel cell and stretch.
 
Fuel cell = gas tank.
As long as it isn't leaking or dragging the ground it should make no diference.

I don't think the law even specifically says you have to have a gas tank.

as to the stretch of the CJ5 and using a fuel cell, I've found myself in a similar boat. My thought is why bother with the fuel cell and just use your OE fuel tank in the bed. Hell you can close it in and build a deck over top of it. If I ever get around to working my CJ again, I was going to explore this idea.
 
On my YJ, I stretched the rear 6" and move the gas tank toward the rear almost 4",still maintained the stock filler and location and was able to clear the D44 with no issues. The 14b however required a fuel cell.
