Beach driving permit

New to the area, where do I go to get a beach driving permit?
I want to do some beach fishing on the outer banks area, I will also want to get a fishing license how do I one of those as well?
 
Depending on which beach you go to you may not need it. The north end of topsail is completely free, to go on Carolina beach you pay $20 for a pass at the entrance, the south end of topsail is a $55 season pass but I don't remember where to get it and it lasts Oct-mar iirc. I'm not sure about others. The fishing license you can get a walmart, you will need a crfl to fish at the coast and an inland license to fish freshwater, they are $15 each.

New to the area, where can I buy a beach driving pass for the outer banks and how much would it cost?

You can take a ferry to the Core Banks or Ocracoke and camp/fish there, I think.
 
I don't think you need one for daytime use. During the summer you don't at least. Maybe one of the locals can comment on fall/winter regulations. Just be aware that there will be quite a few sections closed off for sea turtle nesting or migratory birds.
 
Really depends on where you want to go. Everywhere I have been on the Outer Banks was free, Carolina Beach was $20 for the day, and Ft Fisher was $10, but I think they may have gone up too.
 
OBX/ Cape Hatteras is free. To drive Hatteras at night you get a free permit on line at

Fort Fisher is $12 a day 50 a year. Permits are at the office at the entrance.
CB aka freeman park is $20 a day and $100 a year.
If you're fishing try to get to Hatteras my second would be Fort Fisher.
 
Lets clear this up...... The outer banks is not Wilmington or Carolina Beach! The OuterBanks (OBX) is Corova (N) down to Portsmouth Island (S). If you are on the outerbanks, in the winter months, the only place that requires a permit to drive, that is drivable, is NagsHead, and its 25bucks.
