Probably the easiest thing to do would be to apply for a title as a homemade trailer. Shouldn't be any different than guys who build there own trailers for trail rigs then get tags for them. Not knowing how many owners have had that trailer may make it difficult to track down the original owner. they do have a title but it's different looking than a car title
