the best way to stop rust is to cut it out and replace with new metal. You could also use a rust inhibitor if the rust is not that bad. Personaly I would do the cutting out and replacing and then use then inhibitor as well just as a percaution. POR 15 is the best one I have seen so far plus it actually makes the rust spots stronger and is paintable when dry.
