On my 1989 Jeep Cherokee the breaks dont seem to stop it very fast. I have replace the breaks with new ones, replace master cylinder, and bled all the breaks and nothing seems to be fixing the problem. Is there something that I am looking over?

If you have a good pedal, check the front calipers and see if they are locked up(screw driver force it back). Check the slides on the pads also.

The push rod behind the master cyl may need to be ajusted. most of them have a threaded ball on 1 end. ajusting it to make it slightly longer may help.
