Dave Ramsey is ok.....
I'd buy a $5k used honda/toyota/whatever...or whatever you can afford without a lifestyle change. Any used car is gonna need maintenance, but pay it off in a year and keep saving that money for a new car/repairs....thats an easy way to get in the habit of saving 150-200 a month.
if you have to make payments, whatever. Just sit down and budget everything out first. You shoud be able to get at least $1k for the used Jeep.

Trade the lifted xj for something that gets better mileage. Tell her to stop caring what the girls she works with think. Put the $250 a month into a savings account. In 3 years, go drop the $9k on something nicer.
As for traveling, you can rent an econobox for $19.95 a weekend with unlimited miles.
