it sounds like the jeep is titled in his name, but he's just lost it or something? if that's the case, then it's dead simple. you can even have it transferred to your name all with one form. what you need to do is go with him to you local dmv office. tell them you need to do an mvr4 form. the front will be a section for him to apply for a replacement title, and on the back is a section for the replacement title to be transferred to you. they'll notarize it, and in a week or so you get your title in the mail. you can get an instant title at the dmv office on new bern ave. that's an extra $75 though. no real need for that in this case.
now, if the vehicle isn't titled to him at all it's a whole other story. i can help explain all your options with this too if need be.
oh, make sure you write down the VIN of the vehicle and take it with you to the dmv. the person that assists you can verify everything matches.
EDIT: btw, bills of sale are absolutely useless for proving ownership or the sale of autos in nc. the only purpose they serve is to adjust tax value. for example, if the government has your vehicle valued at $5k but you only paid $1k, or maybe you bought something with no engine/drivetrain, etc. a notarized bill of sale can be useful in getting the taxes lowered.
