Charlotte emission testing for PRE OBD2 cars

Can anyone verify that there is or is NOT any sort of emission testing on pre-OBD2 cars in Meck. Co.? I was told today by a somewhat reliable source that there is only a safety inspection... But I thought there was at least a visual check of emission equipment. Can anybody answer?
 
Yes, unless it is 19 years old. My 87 was recently safety inspected for the first time with no tail piple sniffing. Last year it was emissions checked. I understand they will look for the converter and gas fill blocker because they are OEM.

Emmissions equipment must be in place and APPEAR to work.

no tail pipe test for PRE OBD2 vehicles.

Safety only now. till it is 35 years old, then it just has to look safe as you drive by the popo
