I'm assuming these are press in studs.

If the shaft is already in the housing, soak them in WD or PB and slide them in the holes then put the wheel on and slowly tighten the lugs until the studs fully seat. It is really easy to snap a stud this way. Just take your time.

If the shaft is out of the housing, once again soak the studs start them in the holes then get a c clamp and a deep 1/2 or 9/16 socket and slide it over the stud on the wheel side and put one end of the c clamp on the socket and the other on the back of the stud. Tighten the clamp until the stud seats.
 
do not use the nuts to pull the studs in. this is a dangerous and unsafe practice and will end with you break studs at the worst possible moment. use a punch and hammer them in from the back side or use a press to push them in
 
The pressure needed to 'pull' the studs in can easily exceed the limits of the stud/threads, weakening it.

VS the correct way of pressing it in by pushing on the back/head of the stud.

Might try using a ball joint type mini press to do it press it in, using the hole to clear the stud, or possibly a deep well socket..

If not pull em and do it in a press.
