clutch reving up rpms???

My jeep is doing something very unusual. it does it sometimes an other times it doesnt. Everytime i press in my clutch at a stoplight or to switch gears it jumps up the rpms. For example, i'll start downshifting for the upcoming stoplight, once i reach the stoplight i hold in the clutch. while im holding in the clutch the rpms stay at about 1500 until i start letting off the clutch to go again. It did it a while back then stopped for a good bit now its back. Ive tried giving it gas while the rpms are up but it just goes back to around 1500 or so. Also after a while of holding the clutch the rpms will start going down with time. after a minute or so the rpms will go down to 1000, etc.. What the hell is going on???? ive heard it could be my clutch slipping an several other things.
 
If you've described it correctly, and assuming if you put the trans in neutral and let off the pedal and it does the same thing, it's not your clutch... idle air control.
 
how much to get it fixed, what all is needed for it to be fixed? could i fix it myself or be better to have a shop do it?
