So, I have 1 tierod (custom made) that is very much stuck and non-adjustable. Conveniently it's actually pretty close to right, but just a little toed out.

Other side is good, adjustable and can get it right.
For now just need it to work for the upcoming race.

I'm thinking that rather than having 1 side bad, it'd actually be better to have both equally toed out, right? At least then it should track straight?

What am I missing here?

You've got one rod end that doesn't move. Fine, whatever. You've got one that does. Shorten up the one that does move until the toe is right.

That is the easy solution, yes, and my first thought.
However that also re-centers everything else, and is no longer in line w/ camber/caster etc.
So have to adjust steering stops and make sure the box travel isn't too far one way.

Well... how much "off" are we talking about? 1"? 1/2"?

Caster and camber don't care whether or not the box is centered. The only way they'd be affected is if the tire wasn't pointing straight ahead.... which is actually what you suggested in the OP... so doesn't sound like that's a real concern.

So long as you're not talking about being several inches out of true (if that's the case, you need to be finding a replacement rod end ASAP), worst case you'll be 1.95 turns to the right and 2.05 turns to the left. I doubt you'll notice.
