Sounds like the belt is slipping when the AC is turned on at higher RPM. Could be a tension issue, or compressor could be difficult to turn. Typically when compressors wear out, they get easier to turn, not harder. But it sounds like the clutch is working properly if you can see and hear it cycle, so I'd check the tensioner first, and then move on to the compressor if tension is good.
 
My compressor was locking up instead of cycling. AC on, smelled burning belt. AC off, all was good. Had to put a compressor on. Maybe you’ll get lucky with a tensioner.
