Cummins 24v timing question.

So I had this engine rebuilt, I am finally working on putting it together to install in the truck. Went to put on the harmonic balancer and the TDC mark doesn't jive with the injection pump TDC mark. With the timing cover removed, all the marks are correct, injection pump gear TDC mark is vertical and in line with the mark on the timing cover. Everything I have found online states the harmonic balancer TDC mark should be vertical at TDC. Obviously I can put it on 4 different ways, but none would be TDC (red lines are my choices). I pulled the timing cover to make sure everything was right just because it doesn't make sense that the TDC marked don't jive.

Any ideas?

sure the balancer hasnt slipped?
 
I can drop a pic of my old balancer from my 03 to compare if yours has slipped. Mine was still accurate when I resealed my timing cover and did my injectors. Otherwise so long as your gears are properly aligned I'd just make a new TDC mark on the balancer and take note.
 
Later models had pins on the crank for alignment, can't mess it up insurance I guess. I installed a Fluid damper in place of this. Let me know if you need better pics.

Well that's the issue. Your balancer has the timing mark in a different spot! Mine has not spun, but at least it all makes sense now.
