DANA 60 BRAKE PADS FALL OUT OF THE CALIPER???

ok i have a GM D60, i was rolling the truck around and the inner brake pad fell out of the caliper. i remover the wheel to look and what iam seeing is the space between the grooves where the ears on the par ride are so far from the rotor the pad falls out. i switched the caliper brackets side to side and inside out but that would not work at all, so what holds the pads in? maybe the rotors are wrong? this axle has 0 miles since rebuild, was not done by me. the calipers dont volt on with 2 bilts, this one has the "h" bar with thr 5/16 allen screw
 
The caliper should hold them against the rotor and the bracket holds them from moving up or down. Maybe you could post some pics.
 
ok i think what has been figured out is this... who ever built this axle put the spindle/caliper bracket on in the wrong order... mine was behind the spindle. iam going to try this later today. if that does not work ill post pics of the issue.
