i got a buddy just bought a 97 tj its all stock and at 60mph it has a bad death wobble hes took it to a few different places to have it alighned and cant fix it has put a new steering sabalizer on it and all.

Could be a few different things. He is on the right track. Check camber, wheels balanced and alignment which he checked. My death wobble comes and goes.....
 
There is a wealth of info on this site about death wobble, a simple search will get a lot of your questions answered. If the tj is all stock its most likely going to be a bad bushing somewhere....start with the trac bar
 
There really should be a sticky for death wobble.
 
x2 on starting with the track bar. If it is muddy or dirty, pressure wash everything first and look for cracks in the brackets, broken welds, and worn out bushings.
