Just installed my tie rod from Barnes 4x4 with 1 ton tre’s and 1.5 inch dom tubing. I am using a y link setup, There is not enough room for the tre to mount to the pitman arm, can I mount it on top of the pitman arm. If so what are the drawbacks if any, or is there another solution to the problem

It's in a taper, so you will have to re-ream the taper from the opposite direction, which will then probably make it too deep. Simplest thing would be to buy an insert, drill a straight hole, and put the insert in.
Goferit Products!

The only downside is it can affect geometry by moving it to the top. You want the draglink and trackbar parallel. It may make that relationship better or worse, but if it's what you gotta do, go for it. Depending on your setup, it may make geometry better.

I notice in GoFerit, they recommend welding the lip. My front set up is flipped, & has the inserts, provided by a machinist.
Somehow, 1 of mine got loose [not welded] & caused Death Wobble. After discussion, the machinist sent me 3 more, each a few thousandths different. I went with the one where I heated the hole & tapped in the insert, that had been in the Freezer. This one has Not come loose! Their locked in by the lip on 1 side & castle nut on the other side. No weld. Of course, if welded, they shouldn't ever come loose, but would be a Pain, if you needed to change 1 out.
