drive flanges, slugs, pucks

What would be the down side to running drive flanges on a axle with a locker (like a lock-rite) that will see some road time? Wouldn't it be the same as an axle with unit bearing and a locker?

No downside at all. Just like you said, that would be like EVERY TJ, XJ, ZJ, JK, etc (without a disconnect front) with a non-selectable locker.
 
You can always just pull the driver's side drive flange out when you're on the road. I know a few guys that do that. Pretty easy to pop them out real quick.
