fender flare coverage?

In NC is it a law to have your tires covered by your flares? I am considering flatfendering and need it to still be my DD, so need it to pass inspection.

Even goes for trailers as well.
I think it's stupid for NC NOT to have a fender law though. Dodging rocks being flung on the freeway isn't fun...
