Finding TDC

Quick question...I'm gonna throw the timing set back on the Bronco, but have the oil pan off, so I can't feel the compression stroke in the #1 cylinder for TDC. So with the valve cover off, do the push rods have to be all the way up, or all the way down for TDC? I can never remember.
 
Both valves on the #1 cyl. should be all the way closed. But you could also be 180* out.
 
oil pan should have nothing to do with compression stroke. If you turn it over, while holding your fingerover the number 1 spark plug hole, when the piston comes up on number one, it should still blow compression out.

Well I can tell you, I wasn't getting any. I had it all day long with the pan on, but for some reason got absolutely zero when the pan was off. Just figured the air was escaping.
 
Rockers push valve springs down to open valves....

Your harmonic balancer should have a mark also

Hell for that matter with the oil pan off you should be able to geet real close by looking in...
