fuel gauge stuck on full

what do you guys think? The gauge is always on full even when you turn the 93 jeep wrangler off.
 
my brothers jeep had this problem for awhile, turned out to be that the float was stuck in the up position. This was on a 90 or so yj.
 
Most fuel senders will show full when they quit sending a signal. Maybe check the sending unit or the connections going to the guage.
