Fullsize Bronco Desmog?

I have a friend who is down my way for the next couple weeks. He wants me to help him replace the manifolds and add a 4" lift to his 89 Bronco. It's got the 5.0 in it. Basically stock.

My question is this. While we are in replacing the manifolds with headers can we desmog the engine? Being it's a NC truck can he desmog and not get in trouble with the smog police? In SC I'd tell him to take it all off but it's totally different up there and I have no clue on regulations.

Thoughts?
 
It won't pass inspection without the cats, egr, air injection system, and vapor recovery system.

None of that stuff really affects performance (unless the cats are clogged), and a working EGR will increase his fuel mileage.
 
Just wanting to say replacing the manifolds on this this sucked balls. Every nut striped and I had to cut them off.

Both manifolds looked like this once unbolted. He already had these replaced once. When we took them off both were broken and both didn't have any kind of gasket. Just bolted right up to the block. That shop really sucked.
