Gooseneck hitch question

The PO of my F250 had a gooseneck installed, but removed the plate that has the ball and left the rails that go between the frame.

I have limited time to drive around looking for someone to figure out which gooseneck it is and even less cash to throw at it. Everyone I speak to on the phone wants to sell me a new set up:fuck-you:

My question is this... Can I take a 3/4" plate (free) and drill out the holes to mount it and another hole to install the ball?

The $500-600 I would spend installing another hitch will pay for my upcoming trip to Harlan. I have a standard 2" hitch in the back that I can drag a tag-along with so the gooseneck is kinda a novelty, but should tow better.

The reason I am thinking like this is because we took a work F650 to a the big trailer guy in Asheville and this is basically what they did on it.

ive seen a few home made setups and 3/4 plate is more than fine for that. Just need the right size ball bolted through the plate and make sure its secured to the rails well. and make sure its secured to the frame well. Use grade 8 on all fastening bolts

The only problem I see with what you are talking about is any insurance liability on building your own hitch (not rated). I have seen a gooseneck setup for ~$150 @ Northern Tool that MIGHT adapt to what you are talking about.
 
Liability is my main concern. I feel like I can bolt the plate to the rails and secure a 2 5/16" ball with d rings welded for the chains... I'm not too concerned about having the ball stick up out of the bed.

The rails are bolted to the frame with this in the bed.

Maybe use the receiver on the back for now.
