Quote from the ncdot.org/dmv website..

"Additionally, through December 31, 2005, all gasoline-powered vehicles less than 25 years old, up to and including model year 1995, registered in one of the original nine emissions counties:

1. Cabarrus;
2. Durham;
3. Forsyth;
4. Gaston;
5. Guilford;
6. Mecklenburg;
7. Orange;
8. Union;
9. Wake;

will require an exhaust (tailpipe) emissions test."

Does this mean my 1980 Jeep will not have to have an emissions test? It's been at a shop for a few weeks and no progress.. I have to have it inspected by tomorrow or I get a nice civil penalty of $250.

Hoping that I won't have to pass sniffer test since its running really rich...

Also it can be inspected in Guilford county when I live/vehicle registered in Forsyth?

Just getting clarification..

Thanks guys!

Has to be inspected in the county in which it is registered. As for the 25 year old thing, I don't think it's quite there. Probably has to be a '79. You might get lucky, though. Or, it may just pass! I've seen some nasty cars pass inspection.

Or...you could look for an "unscrupulous" inspector who might use someone else's tailpipe!

I didn't say that.

Correct - as of 1/1/06, you won't have a tailpipe test. But till then...

does not have to be inspected in the county in which it is registered.... when inspeciting a vehicle it allows you to input the county shown on the registration...

I can vouch for that. I've gotten a vehicle that was registered in Pitt Co. inspected in Wake county. They only perform those inspection procecures applicable to the county in which the vehicle is registered.

Actually, like Rich said, as of 1/1/06, that 25 year old figure is being reduced to 10 years or older, so anything 1995 or older will require safety only. And you can avoid getting feed the $250 if you take it to be inspected, even if you fail. It buys you more time to "get it fixed." I'm not sure what the policy will be if you were to try and get inspected now and then re-inspected after the 1st of the year.

either way though, good luck!

you have 30 days from when it fails to get it re-inspected.... if it cannot pass then there are 2 options... go through a bunch of paperwork to get an exception, or turn in your tags until you can get it to pass

also, if it came with a cat then it has to be there and "appear to be functional" as part of the safety inspection includes emissions equipment

You're right, my bad. However, it still has to pass all the procedures for the county it's registered in. Can't get around emissions!

IMO, turn the tags in until next year. You'll pay about $80 to get them back, much less than $250. I got the letter from the state once on a car I was trying to sell, but not driving. When I called about it, they found that I hadn't paid my annual registration fees from the month before, so the car had been dropped off the books just in time! No fine, sold the car, next owner had no problems getting it back on the road.

as mentioned you get 30days after you fail... I'd go get it tested, plan on failing... NOW you have a failed inspection report to carry around...

Is this civil penelty somthing thats been specifcally given to you or on some nasty gram they sent out? Honestly i wouldnt worry about it.. by the time it all catchs up it will be over..

there is some paperwork and phone calls involved, but if you can prove that you have spent (x) amount of money (i think the amount of the fine) directly towards fixing the problems causing it to fail, you can get the fine waved.

on a side note, as far as the laws changing in january, 96 and up will be the only ones being emissions tested, but it will just be with the OBD computer, not the tailpipe "sniffer".

You have 4 months from your month of inspection to pass before they hit you with the $250 fine. They should send you a letter or something explaining this if they haven't already. Yeah, if you can't get it fixed and don't have to have it to drive, take the tags off until 06.

I will be honest here, all these laws are not making sense to me. here's my delima:

My Jeep is a 1985 CJ-7. Was original until I started mods. I now run propane. No need for smog pumps, Cat system, and so on. The inspection run out at the end of September. Or course it isn't an issue right now since I am disassembled, but soon will need it inspected so I can legally drive it on the road. No that it see's a lot of road, but not all trails are where I can trailor all the way up to trail head. When I get it back together, it will pass all lights, horn, wipers and so on. WHere do I stand, and what do I need to do?

As long as you pass safety, you'll be fine. being propane converted exempts you from any and all emissions inspections, including a visual.
