Is my XJ's computer fried?

Battery, cables, terminals, and alternator are are in great working order.

I was driving home from work a few nights ago and out of nowhere the voltage/charge meter spiked and stayed put. I kept driving as I was almost home and needed to get there. Could that have fried the voltage regulator in the ECU?
 
It's possible, but, does it still run OK? Did you notice the lights get really bright when it happened?
 
I forgot to add that the Jeep will not even attempt to start. I didn't notice any sort of difference in any brightness in any light. It made it home fine and when I went out to crank it up the next day there was nothing.
