is smog equipment necessary on a '84 K5?

I have a 1984 K5 Blazer and have seen guys with Toyotas taking off the smog equipment but still being having liscence plates. Is it necessary to keep the smog equipment even if the Blazer came standard with it? My Blazer passed inspection since it is not an emissions expection because of the year, but was still wondering.

Legally you are supposed to have on the vehicle what it had from the factory and it has to appear to be operational. I.e. if you have the shell of a catalytic converter on there it passes. If you have a smog pump, but the belt is off of it fails.
