Jeep xj Obd2 Port not working

I have a check engine light on and when plugging in my reader it will not turn on. I tried multiple code readers and none would work. I checked across the pins and had power, checked fuse which was good, and checked the ground on the valve cover. I then cleaned out the plug with electrical cleaner and now when I plug the reader in the screen flashes for a split second then turns off again. Any ideas on what’s going on or what to look at next?
 
Could be corrosion on the OBD2 port. You cleaned some of it but not all.The other issue might be the computer it's self. I would use cleaner with the battery disconnected and plug into and unplug at the port to see if it gets any better. Or depin the plug and check the pins and clean each one. Next I'd try a known good computer in my jeep see if it reads. If neither of them work I'd guess there is a wiring issue. What year XJ?

2000. I cleaned the port out twice and used q-tips on each pin. I also cleaned the port on the pcm.
