Leaking fuel cap

The fuel cap on my mini skid steer has leaked ever since I bought it. Thought it was a bad cap so I bought a new one from Ditch Witch. It still leaks when the tank is above 3/4 full. Any ideas?

I would ask about both but you said the cap is new so if there is a tank vent besides the cap it may have a different pressure threshold causing the cap to be the “weak link” in leaking?? Just spitballing for the easy fix.
 
Ok. Yea there is a vent tube inside the tank. I'll try and trace down where it goes and see if I can find anything wrong.
