Lining up axle perches

This might be a dumb question.

Do the perches line up with the mounts on the frame, or where the spring pad actually lies?

My leaf springs look like they curve outward slightly from where the shackles hang/frame spring hanger.

Typically they should line up vertically with the spring hangers and shackle mounts. Does that answer your question?
