I believe they build some of those in Charlotte. A guy that has done some work on my Jeep works in Charlotte building some kind of military vehicle and this sounds like what he described. I'll have to get more info from him.

He wanted a vehicle that could go where a horse couldn’t, so he set his extreme off-road specialty shop to work. “These are a great bunch of guys with experience rather than engineering degrees,” Stephens says with a grin. “I asked them to build me a vehicle so I could go fly fishing where others can’t. This now is a hobby run amok.”"
