I am not sure if this will be on "ongoing" / daily deal, if so I think this would be the applicable:

15A NCAC 18A .2638 GENERAL REQUIREMENTS FOR PUSHCARTS AND MOBILE FOOD UNITS

(a) A permit shall be issued by the local health department which provides sanitation surveillance for the restaurant or commissary from which the pushcart or mobile food unit is to operate, if the local health department determines that the pushcart or mobile food unit complies with these Rules.

(b) The permit shall be posted on the pushcart or mobile food unit. Grade cards shall not be posted.

(c) The local health department which issues the permit shall be provided by individuals receiving a permit a list of
counties and locations where each pushcart or mobile food unit will operate.

(d) Individuals receiving a permit to operate a pushcart or mobile food unit shall provide the local health department
in each county in which food service operations are proposed a list of locations where they will operate. Such lists
must be kept current.

(e) Prior to initiating food service operations in a particular jurisdiction, the operator of the pushcart or mobile food
unit shall submit to that particular jurisdiction such carts or units for inspection or reinspection to determine
compliance with this Section.

(f) Pushcarts or mobile food units shall operate in conjunction with a permitted restaurant or commissary and shall
report at least daily to the restaurant or commissary for supplies, cleaning, and servicing.


THERE is a reg for "Temp" establishments in that same PDF. But it sounds like you need to contact Rockingham County Health Dept for your permits.

Licenses (to run a biz) are done by the city, for example, I have a Greensboro Priv License for my company, I suspect the same will be needed.

I am curious as to what type of food vendor you have in mind. I spent 17 years in Restaurant Management and have thought about this myself many times. I know for a fact that there is money to be made in it. It can be simple, or complex. Simple would be a hot dog cart or Hawaiian ice type deal, complex being a full menu of burgers, hot dogs French Fry's, and drinks.
AFAIK you have to have a sponsoring restaurant where you go daily to clean your equipment, do food prep and stock up. I have seen several different types of such vendors.
At the Flea market I have seen a camper turned into such a thing. At race tracks I have seen a bus made into a self contained unit to sell everything from burgers and dogs to fried chicken and BBQ. At fairs, I have seen all types of food sold. Here in Morganton we have a lady who operates "Lisa's Hot dogs" out of a revamped bread truck. She moves to different locals each day. Then there is the food trucks that go down the road to shops and other businesses as a daily route.
So, what do you have in mind?
