First of all, you need to be more specific in your need for an E.P.
Has your "stalker" physically attacked or threatened you? Communicating threats is a crime also, and possibly a felony depending on the circumstances.
Is it someone you know? Does this individual have a criminal past, possibly violent past. Why YOU? What does he or she want from you?
Also, have you made it possible for local law-enforcement to do their job by starting a paper trail on this character? Without repeated offenses documented by the system,(ie., restraining orders, complaints, etc.), there's not a whole lot that they can do for you unless you have been physically attacked.
I have been in the executive protection /military contractor/law enforcement industry for almost 15 years now, and as bad as it sounds, you will have a hard time getting PROFESSIONAL help without capital. That's just life.
You may want to consider getting some state approved training and obtain a permit to carry a concealed weapon to protect yourself. (Even pepper spray is better than nothing.) Always be aware of your surroundings and have a friend with you whenever possible.
I wish you the best of luck and encourage you to continue to stay in touch with law enforcement.(squeeky wheel gets the grease)

'Um - you DO realize this was just pointing out somebody else's advert and not actually a problem by the OP, right?

Whiskey Tango Foxtrot, over

No. I didn't. But does it really matter? I don't think anyone was too seriously hurt, do you?
