Checked with our Plumbing Designer dude and he called BS due to he had a condo go through Raleigh planning with no problems 2 weeks ago with outside bibs. He does mainly commercial and has had buisnesses approved within the last 2 days with outside bibs. It purely states in the latest NC code book that it is allowed and there is no amendments posted from Raleigh for anything different. I think this is just a case of another harrassing Inspector thinking he's above GOD...
