No "Upload a File" button

There is no "Upload a File" button in the ECORS Competitor section when I am creating a thread and want to post a picture.

Thoughts?
 
I can check the permissions.

werid...I don't see that button either. I went to the first thread in the ECORS comp. forum, hit reply, no button. I did the same thing in General Tech., and saw it. I can also see it in the "open" ECORS forum.
