Odd question - 99 Buick Lesabre won't shift out of park

So my in-laws gave me my wife's grandma's 99 Buick Lesabre to fix up and sell. It is in really good shape, been sitting for about 10 years, 50k miles. I have cleaned it up and got it running, but the column shifter is locked up. When I picked the car up I just figured the battery was dead and it was some interlock issue so I just unhooked the linkage and manually put it in neutral to load it. New battery, cleaned it up and got it running, still locked up. I can't find anything about a shift interlock on the internet for this car. Anyone know before I take apart the steering column?
 
I've seem some GM vehicles that you would have to turn the steering wheel a bit sometimes to shift out of park.
 
I had a 94 Park Avenue for a while, same generation. It definitely had a brake park interlock, but I don't remember anything about how it worked.

Do the tail lights work when hitting the brake?

That was my grandma's car and I drove it for a while after she gave up her license. There was a teacher (and principal's wife) at our middle school that had one. They were messing with it in the parking lot because they couldn't get it to shift out of park. I (probably 12 years old at the time) watched what was going on, walked over, sat down in the drivers seat, put my foot on the brake, and backed it out of the parking spot.
 
The shift interlock is on the column. I used the google search terms "99 buick lesabre park interlock column shift" and found a bunch of resources. The part even comes up for sale *cheap*.

I found something under the dash that look like that, but when I unhook it, it is still locked.

I found that thread too, but that interlock isn't there and there is a different one like the other one. It is weird because it looks like the interlocks that would go parallel in the column, but this one hooks on the arm at the bottom of the column, preventing it from moving.
