Plumbing Question

wanted to see if anyone could explain this layout to me. I’m trying to make sure if this is our water shut off for the house and what everything is. This is in our laundry room. I have checked the garage where the hot water heater is but I don’t see anything that looks like a shut off valve.

That device below the red handle valve is a pressure regulator that is typically at/near the shutoff when there is municipal water service coming into the house (not on a well). To me it appears that at some point the incoming copper probably failed so they cut away the incoming pipe and used new fittings to re-connect, then used a flexible line to get back outside the house to get to the water source. Is the house on a slab? If so that would make it even more plausible since the incoming water line would come in under the slab and if there was an issue with it without literally cutting out the foundation there is no way to fix it. Where does that flexible white PEX line go?

Turn the valve off and see if all the water is cut off in the house. Worst that could happen is you find out that some things work and others do not. My house has a 40+ year old addition where they tapped off and ran a second line from the well somewhere in the backyard into the addition so I have a water shutoff there but in the original portion of the house from 1960 I have no shutoff. Stupid annoying as I have to go out to the well house to shut off the line for the incoming to the house. I added some shutoffs for hot water and other sections of the house but the main line coming in does not.

Yes, the house is on a slab. The flexible white pipe goes up through the ceiling in the laundry room… beyond that, I have no idea. We had a water leak about a year ago and because I did not know where the shut off valve was, I had to use the main shut off at the road… I just want to know in case something like that happens again.
