It's probably a multiple exposure (short video) photograph. If you look at the file name, it'll have mp at the end

I figured it out. should have deleted. My phone saved duplicates posted to another board......dunno why or dunno why it changed the format. Now to figure out how to delete many duplicates over the course of owning this new phone.
