Question about double riding at ure...

Ive been thinking about getting a grizzly 700. Ive heard that at the ures you cant double ride on a four wheeler or dirt bike. My question is if you buy the 2up passenger seat can you ride two? the pic below is the seat im talking about. thanks guys..

The way I understand it is the machine must be designed for two people to be legal to carry two people.
 
The 2 up seats will not work at ure. My aunt and uncle brought theirs to ure while I had my tj. The ranger would not let them ride together on the 4 wheeler even though they had the 2 up seat. In the end..the ranger let us ride the trails with 4 in the back seat of a tj with no seat belts, rather than let them both on the 4 wheeler. Appearantly there is no law requiring seatbelts or overcrowding a jeep.

We only hit a few easy trails and ended up parked most of the day watching.
