Ok, I have replaced bushings, shocks, stabilizer shocks, tie rod ends got an alignment and this thing is still all over the road. Any suggestions? It's a 84 CJ7.

Guessing the alignment didn't include the caster? When type shackles do you have... guessing they're (much) longer than stock?
I have a gauge if you want to check the caster. IF the balljoints aren't toast... likely a few degrees of shimming would fix it

A little more negative caster.
2 degree shims have worked for me on several CJ's.
