You seldom see the color coated faucets outside of a group toilet. Usually they're commercial with wrist blades (ADA)

Makes me wonder if there's a Lav in that hotel with 2 blue handles.
As for the hot on the right....I use to have a contractor that employed an EXCELLENT plumber. However, he had the biggest issue in the world of cold/right relationship. So much so, the owner use to make him wear gloves when he was final connecting fixtures. A red left hand glove and a blue right hand glove (just in case)
