The Dragon is a Manhattan trim package with dragon/alligator looking vinyl upholstery from what I understand. Very strange stuff going on at that time.
So here's what I found out that makes me think it's a '53: The '52 appears to have no chrome trim along the top edge of the rear fender/fin, the '53 appears to have a thin chrome wedge on the fin, and the '54 had a taillight extension wedge on the fin.
This was the early '50s, so the every-year-is-slightly-different styling war was in full effect.
