probly a contractor who gets his materials free from his employer. I've worked 2 contractor jobs in decades and theft of materials by most of the others was rampant. I could never figure out how the company made any money with the tens or more thousands of dollars that were lost from no or poor supervision of the materials the contractors just took at will.
